After experimenting with Record Flags and Named Lists in which I created 2 Custom Record Flags - "For Action" and ToDo" - I decided to opt for using a Named List approach (also calling the list "ToDo"). I then unset the custom flags on the individuals but those Custom Record Flag names still persist...
