You could assign more than one birth event to an individual (surprisingly FH lets you do this) each with its own source. Or you can enter any text string in the Place field, for example "Bath or Bristol". Or as I normally do, put the most probable location in the Place field, with a note explaining ...

I agree that an individual appearing on a census record doesn't necessarily prove residence - but for me a whole family group at the same address and no-one else is a different matter.

Census entries are a bit of an anomaly, even for individuals. The census is no more a life event than, say, completing a tax return or applying for a passport. The published census record is simply a very valuable source of information about individuals. Because it's in GEDCOM it's in FH. My prefere...

Have just rebuilt an Individual Summary Report for a named list of over 100 individuals before committing it to paper, and found that the source citations that refer to the whole record are missing. There is no reason in principle why you can't create a custom event, and call it "event" (I've just tried it), but in a case like yours, I would simply add a note. I think custom events are most useful when they are likely to crop up many times in a family.

That has answered the question, and i can now beaver away with AS which will save a lot of time.
I did look at the knowledge base, but when I clicked "general settings" I couldn't see method 2 in the drop down menu, so I assumed the option should be set elsewhere.
