I had this problem with sources and I, like you, found it untidy. With FH version 2.1 there is a way to re-number any of the ids (individual, source, note record etc). Click on TOOLS then WORK WITH RECORD IDENTIFIERS RECORD TYPE select INDIVIDUAL (or whichever you wish to alter) select TASK GENERATE...
