I think you need to define precisely what you mean by "progenitor".
One definition is "an ancestor or parent".
But ancestor of who? File root or anyone else?
Perhaps you mean anyone who has children.
Perhaps you mean earliest progenitors who themselves have no ancestors.
There are just too many ways of interpreting that word, and for a Query to list what you want, the criteria must be precise.

If you want earliest progenitors who have no parents but do have children then the Row filters of an Individual Query are:
Exclude unless %INDI.~FATH[1]>% is null
Exclude unless %INDI.~MOTH[1]>% is null
Exclude if %INDI.~CHIL[1]>% is null

But that will still include people who have a Spouse with Parents, so hopefully you see what I mean about preciseness.

Point well taken, you were right about the need to define more precisely. You did hit on exactly what I was trying to accomplish.

How do I set filter to exclude unless both father and mother are null?

Use the filters I posted.
The first filter excludes everyone who has a Father.
The second filter excludes everyone from that list who has a Mother.
So what is left is people with neither.
